Landscapes3, the County's Comprehensive Plan, was adopted by the Chester County Commissioners in 2018 to guide the responsible growth and evolution of our local communities for the next decade. As a comprehensive plan, it does many things — balances preservation and growth, informs how the county government makes decisions, guides local municipal planning and implementation, and provides a framework for collaboration among partners.
Landscapes3 is organized around six guiding values: Preserve, Protect, Appreciate, Live, Prosper, and Connect. Taken together, these values create a vision for how Chester County can remain a vibrant place to live and work over the next decade. The county government alone cannot implement this vision — it takes municipalities, businesses, government agencies, non-profits, and active citizens to achieve it. During the Five-Year Anniversary of Landscapes3 in 2024, the Planning Commission looked back at how successful we've been in implementing the plan's vision, goals, and recommendations.
